Commissioned by the Rijeka Clinical Centre in Croatia and financed by the European Investment Bank, m4h carried out a feasibility study and developed a master plan for new integrated hospital facilities for the city of Rijeka.

The challenge

Constructing a hospital is a complex and significant investment that requires meticulous planning to to optimize resource allocation, meet community needs, ensure long-term sustainability, and minimize risks. By thoroughly assessing the future service portfolio and capacity needs, the hospital can be designed to address the specific healthcare requirements of the local population and addresses environmental and energy concerns. Thoughtful planning of hospital layout and services guarantees a patient-centric design that lays a solid foundation for the new KBCRi General Hospital, ensuring it is equipped to deliver high-quality healthcare services both now and in the future, while also being environmentally responsible.

The assignment

This is why Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) commissioned m4h

  • Review, analysis and update of the key determinants and planning parameters for KBCRi’s future service portfolio and capacity (hospital services needs assessment), and the resulting hospital model, that will allow, in collaboration with KBCRi professionals and other stakeholders, to elaborate a comprehensive functional plan for the new KBCRi General Hospital and define the main characteristics of the building and technology required.
  • Elaborate a comprehensive feasibility study and capital investment plan for the third and final phase of KBCRi’s Infrastructure Development Plan on the Susak site (new KBCRi General Hospital building and supporting services).
  • Prepare the planning documents in co-operation with the KBCRi team.

The results

The assignment yielded the following results:

  1. A service needs assessment of the clinical centre and hospital, defining the expected demand and the organisation of services
  2. A preliminary functional plan, including space requirements, technological and medical equipment needs
  3. A preliminary design and an implementation plan and budget estimation.
