Qasim Bashir is an accomplished business development and bid & proposal management professional in the engineering and management consulting industry. He holds a Master of Science in Marketing & Management from Loughborough University, UK, and a Bachelor of Science in Civil Engineering from the University of Engineering & Technology (UET), Peshawar, Pakistan. He is also a Certified Foundation level professional (CF APMP) with the Association of Proposal Management Professionals (APMP), USA, and a Professional Engineer (PE) registered with the Pakistan Engineering Council (PEC).

Qasim has extensive experience in national and international business development, strategic opportunity identification, bid and proposal management, client engagement, and partnership and consortium development. His expertise covers the complete business development and bidding cycle, from opportunity assessment and partner identification to consortium formation and the preparation of Expressions of Interest and complex technical and financial proposals.

He has pursued consulting assignments financed by major international development partners, including the World Bank, ADB, IsDB, KfW, GIZ, AFD, EIB, USAID, DFID, UN and EBRD. His experience spans health& education, water and sanitation, transportation, buildings and infrastructure, energy, climate change, urban development, and social development across Asia, Africa, the Pacific, and the Middle East.
