René Queffelec is Senior Project Manager with more than 20 years of experience working in development cooperation in Sub-Saharan Africa, Asia and the Caribbean managing and evaluating projects. He was based in the field for about 8 years and at headquarters for about 12 year. He avails of comprehensive project management experience at headquarters of international NGOs, private consulting companies and academic institutions.
He has been working on contract acquisition; from the design of technical and financial proposals, the identification of experts and the negotiation of their contracts to the negotiation of contracts with clients such as KfW, EU, WB, and SDC, as well as on project management, including follow up of all aspects of the implementation, i.e project start-up , logistics, technical and financial reporting to the client and quality control and monitoring and evaluation; project design, development of feasibility studies, project evaluation, capacity building, training, awareness-raising.
His areas of expertise include:
- Design and implementation of communication, BCC and advocacy strategies, including training of national civil society organisations on evidence-based advocacy.
- Health financing reform: he has been planning and managing a number of projects using the performance-based financing approach for the reform of health sector financing as well as education sector financing.
- Child protection issues: René Queffelec has been responsible for a large EU funded project aiming at the reform of the child protection policies of the Kingdom of Morocco during the last three years.
